Temporary closure of roads
1. You should submit this application no less than EIGHT weeks before the requested date of Closure.
2. All Applicant’s that are applying to hold an Street Party / Event / Activity on a Road Closure, must now go through a new assessment process to ensure COVID compliance. This is to make sure that COVID-19 prevention measures have been considered and Government Guidelines and Health Restrictions are adhered to. Therefore, you will be informed of any additional documents that are required once your application form has had an initial assessment. Please note that all road closures must adhere to the prevailing Government Guidance.
3. Please note: Derby City Council has the right to stop any Road Closure or parts of Road Closures which are not COVID secure, based on the Government Guidance in place at the time of the Road Closure and the Derby City Council Public Health Team’s assessment of the COVID situation in the local area.
4. All Applicants must include on their application form all elements of each activity planned, as some elements may be approved, but others may not be taking into consideration the Government guidance at the time of applying for an Road Closure to take place.
5. It is strongly recommended that all applicants put contingency plans in place in relation to the requested Temporary Road Closure.
6. It is the Applicant’s responsibility to inform of any changes to the information on your original application immediately in writing. If you do not notify us of any changes, any road closure request that has been approved as an agreement in principial may be withdrawn. Upon submission of a change to your original application, this will be sent out for consultation once again.
7. Unless specifically requested a road closure only applies to Vehicles. Pedestrians have to be allowed through.
8. It is the Applicant’s responsibility to be present at all times for the duration of the road closure.
9. The Applicant must make sure the area to be closed is as safe as possible.
10. Derby City Council makes no warranty to the suitability of the road for your closure and does not undertake to clear it of parked vehicles or obstructions prior to the closure taking effect.
11. The Applicant must enclose a plan of the proposed closure clearly marked and include any division routes.
12. Consent will only be given on the receipt of evidence confirming the Applicant has consulted the frontages of any business properties and residential properties involved or affected by the closure and resolve any objections. Arrangements will also be needed to accommodate their access requirements.
Please note – you need to make sure that you let any disabled neighbours know about your event, for example a visually impaired person may not be able to read a letter put through a letterbox and a blue badge holder may need to use their car on the day. Please put a telephone number on a letter or flyer, please make sure it’s a mobile number so Deaf people can text with any queries this will enable you to check with them to make sure they know what’s going on and of course make your event as accessible as you can too, so everyone can enjoy it.
13. The Applicant must display copies of the Road Closure Order at the end of each street during the times the roads are closed and on all the affected roads. The copies of the Road Closure Order must be remove once the road closure is over.
14. Please note that it is the responsibility of the Applicant to close the road using the appropriate qualified staff and to provide the road closure signs. Derby City Council does not provide this facility.
15. The Applicant must provide proper signage for the closure, erection of road closed signs and any diversion route in advance and on the day should be carried out by appropriate qualified staff. If you require road barriers, you will need to hire these from private companies.
16. Diversion signing will be the responsibility of the applicant. Signs should be in accordance with Chapter 8 of the Traffic Signs manual.
17. The Applicant should organise the closure so that fire, police and ambulance services can gain access in an emergency.
18. It is most desirable that temporary closures be cleared before the hours of darkness but where this is not possible then the signs etc. should be illuminated.
19. Where any bus services are involved consent is given subject to the Bus Companies agreeing and re-routing. Where temporary bus stops are required the event organiser will be responsible for organising these stops if requested by the bus operator.
20. The site of the closure should be left in a clean and tidy condition.
21. If you are having a street party, more information on street parties can be found on www.streetparty.org which includes details on risk assessment, musical entertainment and licences required for alcoholic drinks.
If your Road Closure falls under one of these categories, we will need the following:
- Event - you will need to submit an Event Application Form.
- Parade - you will need to submit a Traffic Management Plan.
The Event Road Closures application form and supporting documents should be returned via e-mail to roadclosurerequest@derby.gov.uk
Please note that your Road Closure request has not been approved to take place until you receive your signed and sealed Road Closure Order. Therefore we advise against booking anything to support your Road Closure or promoting it until this point.
